Ken Maloney

State Continuity Unit Supervisor, Maryland Department of Emergency Management (MDEM)

Ken Maloney currently serves as the State Continuity Unit Supervisor at the Maryland Department of Emergency Management (MDEM). He oversees statewide continuity of operations, continuity of government for the Executive, Legislative, and Judicial Branches of Maryland’s government, and Maryland’s overarching enduring constitutional government plan. He also oversees records management and retention and disaster recovery IT continuity planning for MDEM.

Maloney brings over 500 hours of incident management experience serving in the Maryland State Emergency Operations Center and the Maryland Type 3 All-hazards Incident Management Team. He has supported multiple disasters, emergencies, incidents, and planned events including Presidential Inaugurations, tropical cyclones, severe weather, cyberattacks, civil unrest, and the COVID-19 pandemic.

Prior to his time with the State of Maryland, Maloney supported Sussex County Delaware Emergency Operations where he supported projects related to grants management and budgeting, re-entry and evacuation planning, debris management, mitigation project development, interstate communications interoperability, voluntary organizations, and local governance issues.

Maloney holds a Master of Arts in Emergency Management and Homeland Security from Arizona State University as well as a Bachelor of Arts from the University of Maryland in criminology and law enforcement administration.
