Richard “Rich” Goad, CRMP, is a Science Applications International Corporation (SAIC) Contractor supporting the Department of Homeland Security (DHS) Science and Technology (S&T) Directorate, Security, Preparedness, and Continuity Office (SPCO) as the Primary Continuity of Operations Manager. He has over 30 years of experience in leading, supervising, developing, coordinating, and orchestrating operational and training requirements for security, intelligence, and crisis response activities. Retired after 20 years in the Air Force and gained valuable expertise while working with the Executive Office of the President, White House Military Office, U.S. Department of State, Department of Defense, Federal Emergency Management Agency, and multi-country organizations in development and implementation of special access programs, crisis response plans, and mission assurance assessments.

  • Lead for the Test, Training and Exercise (TT&E) Program to include coordinating S&T’s involvement in National Level Exercises and advising senior leadership for the activation of the Emergency Relocation Group.
  • Developed Continuity of Operations (COOP), Devolution, Reconstitution, and Resilience Plans for the DHS S&T Office.
  • Developed working relationships with various external and internal government agencies and departments to solve complex problems helping develop adaptable policy related to current events and realistic threats.

Goad has managerial experience in mission assurance assessments, command, control, communications and management at all levels including the executive level supporting continuity of government programs, continuity of operations, continuity programs, operational security, and emergency preparedness, logistics, and information systems management. He has a Master of Business Administration degree with concentration in IT Security Management, Master of Science degree in Information Technology with concentration in Information Systems Management, completed certifications such as Certified Risk Management Professional (CRMP) and FEMA Continuity of Operations Excellence Series – Level I Professional Continuity Practitioner.
