Managing Partner, S2 Resilience Group
Lt Col Latorre is currently an Emergency Preparedness Liaison Officer (EPLO) to the National Capital Region. He acts as a senior DoD liaison to the Federal Emergency Management Agency providing oversight during Defense Support to Civil Authorities operations. Most recently, he co-founded S2 Resilience Group. Prior to forming S2 Resilience Group, he was Chief of Domestic Operations for the Air National Guard Readiness Center (ANGRC) at Joint Base Andrews MD. While in this position, he was able to codify the Domestic Emergency Response Plan which transformed Air National Guard Domestic response posture and execution during times of national crisis events. Notably, he co-authored and managed the Continuity of Operations Program (COOP) for the ANGRC. This program ensures uninterrupted operation of Air National Guard critical functions while providing military senior leaders visibility and access to its 101k personnel during times of national emergency. While at the ANGRC,. Latorre also served as Crisis Action Team Director where he led an operations response team for national crisis events. His leadership was instrumental in several ANG responses which included Hurricane Sandy, California Rim Fires, Boston Marathon Bombing, Washington State Mudslides, Colorado Floods, Civil Unrest in Ferguson MO and the Ebola Crisis. A decorated combat pilot, Latorre served in Operation’s Southern Watch and Iraqi Freedom flying the A-10 Thunderbolt II aircraft. Following his time with the 118 FS, he transitioned to the Civil Air Patrol Reserve Assistance Program for the state of Connecticut where he participated in Ardent Sentry exercises and acted as a CAP Liaison to FEMA for Hurricanes Ike and Gustav. He was then selected as initial cadre to help stand up the 217th Air Operations Center where he served as a Master Air Attack Planner before moving to the ANGRC. Having held positions of increasing responsibility throughout his career he has consistently delivered outstanding results. A graduate of the USAF Air War College, he also holds a B.S. in Aeronautical Science from Embry-Riddle Aeronautical University.
